It’s actually pretty normal. Nothing nefarious here. Just SOP. Well yeah sure, it took them a few decades to come up with 25,000++ laws, regs, rules, taxes, as they slowly and incrementally eliminate the 2nd and other rights...
Like our lawless borders, it's just takes time to secure them....lol...You bet.
