The IDF are not shooting an random targets...If they have a building or residence targeted, doesn't matter if the lights are on or not...
The IDF does however do its best to warn the residents ahead of time that their abode is going down, except for the known terrorist leaders...Even then, if there are civilians around, they will warn the terrorist and just remove his place of operation...
