That's because Cornyn is safe and McConnell is in trouble. If it was the other way around, Cornyn would have been allowed the switch.

Cornyn is a RINO. He funded ( through the senatorial campaign group he heads) the payment of money to blacks to defeat a conservate in Mississippi and elect the Thud Cochran. Cornyn is a wall flower to Ted Cruz. He won his primary over 6 underfunded true conservatives because of the ignorance of the voters. Never trust John Cornyn again. Horrible RINO.
