Two summers ago a home invasion by gang members on the city's South Side went wrong when one of the robbers shot another one in the back of the head, according to Chicago police. Sixteen-year-old Douglas Bufford was killed, and 19-year-old Jermalle Brown was charged with first-degree murder. His trial begins on Aug. 15, and it may attract more attention than usual in a city plagued by violent crime, just as his arrest did. Why? Because at the time of the shooting, Douglas Bufford and Jermalle Brown were also on the Illinois state payroll, earning $8.50 an hour to hand out antiviolence pamphlets.
Such are the bitter ironies of Gov. Pat Quinn's Neighborhood Recovery Initiative, a now-defunct $54.5 million program whose failures are under new scrutiny as the Illinois governor, a Democrat, campaigns for re-election in November. Mr. Quinn launched the anticrime plan four years ago to "take on the root causes of violence in neighborhoods all across the city of Chicago." That didn't happen. Over the first two years of the initiative, the Chicago murder rate rose 20%, and the murder rate within city limits today is triple the national average. A state audit of the Neighborhood Recovery Initiative, or NRI, suggests that as much as 40% of the program's funding was simply wasted.
The NRI program was instituted in fall 2010 after three Chicago police officers were killed in two months and an 8-year-old girl was killed by a stray bullet in a gang shootout. Mr. Quinn found much of the program's $54.5 million in his discretionary budget, money that was supposed to be directed to the Second City's most violent areas.

Only 40% of the funds where wasted. That is pretty good for a government program. Most are around a 100% waste.

Yes, those root causes. I remember hearing that phrase a lot back in the sixties. This week they had a show on PBS or CNN about the year 1964. Of course, a lot of the doc. focused on civil rights and LBJ's War On Poverty. They had some modern liberal flack who talked about how wonderful it was that LBJ wanted to get at the "root causes" of poverty. I did laugh. These nitwit still believe there is some root cause other than that many people are lazy, stupid, and violent.

Sure. Just look at soebarkah and the Clintons. And who was the guy that ran that money laundering scam a few years back? Sometimes it even seems like the more money the greater the criminal. Look at Huckabee. He’s pretty well off, but engaged in murder by extension by having parolees do his killing for him.
If there is evil in one’s soul, giving in to it is hardly an extension of one’s purse.
The article doesnt say that Chicago always had its current level of crime...it says that murder rates greatly increased in the first two years of the now-defunct anti-violence program.
That increase should give pause to future programs, and it is also worth noting that the increase in crime came while Obama was illegally running guns to the Mexican drug cartels who use Chicago as their distribution hub for meth and heroin.

This is the truth. Whites in Chicago have about the same homicide rates as Whites anywhere else in the country, and about the same as in Europe. It’s a cultural problem, and not anything else.
Before no-fault divorce could destroy families, a government had to offer the women subsidies so she could go it alone (replace the fathers). Once that was done, black families fell apart first, followed quickly by white families.

I will take a stab at that one. In a word, yes. Poverty does not make criminals, at least not in a wealthy society such as the United States. There are many areas in the U.S. where there is poverty but crime is low. Poor people in the United States would be upper middle class in most of the world.
No one in the U.S. is starving because they are poor, unless they squander their food stamps on drugs and alcohol, or because their parents do so rather than provide food for their children.
One of the biggest problem that poor people have in the United States is that they are obese.
The causation arrow is in the other direction. Crime causes poverty because businesses cannot continue being robbed and broken into, so they leave the area. No one wants to build anything up because it will be stolen from them. In the United States, crime causes poverty much more than poverty causes crime.

Yes, but the cultural solution may be the same.
I speculated that for just $10,000, a whole bunch of .22LR pistols and ammo could be purchased and distributed in high crime neighborhoods to people who were legally able and willing to arm themselves. Including the engraving that they were not for resale and should be returned to the issuing organization “if found”, so they could quickly be traced to their real owner.
Assuming only one in four homes and apartments were armed this way, it is likely the level of crime would plummet.
Even non-violent street crime would be impacted, because they would never know if someone was drawing a bead on them.
One of the thugs shot the other? They call that going “wrong”? The only two ways it could have gone more right is if (a) someone dropped the other @$$#0!e in his tracks too, or (b) they didn’t do the deed in the first place (less likely).

A man was wounded in the hand when shots were fired at the Bud Billiken parade Saturday afternoon.
The parade continued after the teenager was shot near 42nd and King Drive, but many people in the crowd left following the violence.
“Why can’t we just have one day of peace?” parade attendee Sherri Grover asked.
Audrey Johnson said she dove when she heard the shots. She said she saw six young men jump the victim, then shoot.
Yep. The Democrats destroyed the black nuclear family. Prior to LBJ's "Great Society" programs, black single motherhood and divorce rates were actually less than whites. Today, a staggering 70% (and climbing) of black children are born to single, unwed mothers. With the position of father and provider replaced by Uncle Sam, black males have no place in American society outside of athlete and rapper, a role only the tiniest fraction of them could ever hope to attain.
And to thank them for all this, blacks have become the Democrats' most reliable constituency.
