That old expression, “Feels no pain”, comes into play here. Someone who is seriously drunk or on drugs feels no pain. For a totally out-of-control individual,pepper spray will only piss ‘em off further. If you use a baton, a broken clavical will render that arm unusable. But for that, you have to be close to the person, close enough where he/she can over-power you and take your weapons from you and create ever more mayhem. So...what are you going to do?

PCPs will do that - unless you put a kill shot on them where the body literally cannot continue, they keep coming because they feel nothing.
