The Grand Jury apparently bears complicity as well.

Not as much as you might think. Remember, the Grand Jury sees only what the prosecutor wants them to see, hence the old adage about being able to indict a ham sandwich.

Because there is not any illegality. Everything and everyone is at risk to false charges and can be politicized by Democrats. To help explain and quote a couple of candid Dems in rare occasions from years gone by: "The nature of the evidence is irrelevant; it's the seriousness of the charge that matters." and "We just make sh*&#t up" as we go along.
