Russia refused to respect international law and his committed a crime by deliberately withholding the customary information required for the ICRC (International Red Cross) and the Ukraine to conduct any actual Humanitarian Aid into the Ukraine without assisting Russia to use the convoy as a Trojan Horse introducing Russian combat forces to invade the Ukraine.
