As much as I love a good conspiracy, I find it hard to believe if they thought it was possibly on land somewhere they would continue to spend MILLIONS searching in the ocean.

You’re right. Although the article/headline seems not intended for old-hats/informed/educated, but for millenials (those that would answer “Who?” when asked about Earhart) or the horribly-uninformed (I actually spoke with someone a few weeks ago that didn’t know MH370 was still ‘missing’; they’re out there).
The ‘new course’ is a crappy history lesson and a pathetic attempt to keep the story going with no new information. It might as well have been an editorial lamenting the ability of technology to prevent the ‘mystery’, but these ‘journos’ just aren’t capable.

I did not see any new course for the search mentioned in your excerpt. And yet the search for MH370 goes on, and in the coming weeks it will enter a new phase.
For months now, ships have been mapping out tens of thousands of square miles at the bottom of the Southern Indian Ocean, an area more unknown to man than the surface of the moon. This has been the preparatory work to a search using submarines that will begin in earnest in October. It will be focused on a 40,000 square mile priority area and will last up to a year.

I find it hard to believe if they thought it was possibly on land somewhere they would continue to spend MILLIONS searching in the ocean. Not saying there's any huge conspiracy but governments throw millions down the drain every day for absolutely no reason. Or that's not much to pay for smoke and mirrors.
