Someone will ask me for a source, and I don’t have one off hand. But...I recall during the Crimea phase that Russia DID have troops across the divide in Moldova. That parts of the Russian Army and Navy have been stationed there for years.

Russian troops have been "stationed" (or "occupying," depending on your point of view) Transnistria for years. Unlike Crimea, where the issue was not the fact that the troops were there (Russia and Ukraine had an agreement), but what they were doing while there (they weren't supposed to take their weapons and APC's while on leave and storm government buildings), the Russians don't belong in Moldova in the first place.
