Actually yes it was Bush's fault, that would have been George H. W. Bush.
We played cozy with Saddam and he thought, through our Ambassador April Glaspie, that we would condone his attack on Kuwait and then then on to take out the Saudi’s.
Instead we got Gulf War I and Bush's idiotic mantra that we have to fight for Democracy in the Kuwait and the Middle East. What Democracy, these people in the Middle East have only known Kings and Tyranny for thousands of years.
So yes in retrospect maybe we should have let Saddam off his leash to make war. 9-11 possible would not have happened if Saddam had taken out the Royal Family in Saudi Arabia.
