Let’s extrapolate on this theme: If your Senator does not have to be from your state, does your President have to be from your country? Want to have a President from Qatar?

I'd solve the problem. Anyone, from US President on down to local councilpersons would have to prove residency in the district, state, or nation in which they're running for office.

For me, the shocker was that Obama (or anyone) can get on a ballot without proving they're legal residents. Around here , it's harder to join the RecCenter in town than to get on the ballot.
