The first breach of protocol was letting a foreigner run for president in 2008.
Other major breaches of protocol include letting the foreigner keep letting other foreigners enter the country illegally AND in violation of infectious disease guidelines; letting him order the US military to enter no-go zones of infection for non-military reasons when he has NO authority to do so under any stretch of presidential authority.
Obola is effectively holding the door wide open for the spread of this disease, with help from his cronies and appointees.
The failure of Congress to stop him breaches all protocol and common sense. I hope it doesn't rise to the level of an uncontrolled outbreak of this plague to make people revolt against the Illegal One and throw him out onto the street.
