You don’t. UTSW is nowhere on the map for this. UTMB has a Level 4 Biosafety lab so they at least know how to handle these things safely but a lab is not a treatment center. It takes years to build such a facility.

Galeston Island would be easy to quarantine in an emergency.

That's what I thought...

Gal[v]eston Island would be easy to quarantine in an emergency.

Now that makes sense. It occurs to me, since I live outside of Tampa, that Tampa General Hospital sits on the corner of Davis Island, and would be easy to block off from Tampa proper for quarantine setup in a similar situation here. I would hope that such contingency planning has been thought of at the CDC, if not the FL Dept. of Health's Disease Control division.
