In the old Soviet Union, there used to be a joke that went like this. A listener writes in to Radio Armenia and asks, "What is scientific research?" Radio Armenia answers, "After careful study, we have concluded that scientific research is the satisfaction of private curiosity at public expense."

This description fits a lot of what the National Science Foundation pays for. However, in this specific instance, it sounds to me more like the satisfaction of governmental curiosity at public expense.
