I believe the article is incorrect. There was a threat to use Reconciliation, but in the end they just had the House vote on the version that had already passed the Senate, with 60 votes, and avoided using the Reconcilliation process.
If the RINOs take the Senate, it will be back to 60...maybe 70 for good measure!
What Harry Reid will do is if they lose the senate, then during the time between the election and before the new senate is sworn in, he’ll change the rules of the senate to forbid use of such rules as they have used....................
