It also says he started feeling tired on Tuesday, so why the flip he saw fit to go out on Weds is beyond as is why anyone, especially those with high risk of exposure, is able to leave a hotzone without mandatory quarantine of at least 21 days.

There are also several more statements in that article along with the nurses' photo that scream breech of should be/actual protocol.
