Just for clarity, I believe Steyn is saying that Cruz doesn’t “cede” ground - which is to say that Cruz doesn’t allow liberals to use their favorite tactic of distorting language to frame an argument.
I was trying to figure out what “seeding ground” might have to do with this. Getting next year’s crops started?

That must be a transcript error, I can’t imagine Mark Steyn himself not knowing that he means “cede”, nor not knowing how to spell it.
