When a member of former governor Rounds’s cabinet who headed that department killed himself with a shotgun blast to his abdomen last October, the state attorney general’s investigation into the state’s management of the federal visa program appeared to have evaporated.

Was he given the order to "fall on your sword?" He might have taken that literally.
