I think this woman is an arrogant fool. OTOH, if she is outside and with her boyfriend on a bike ride, I see no reason why this is a problem. Quarantine is meant to keep people with infection or possible infections away from other vulnerable people, i.e. the general public.
Is she keeping a distance from those she sees on her bike ride? An inquiring mind wants to know.

It is a problem because if they stop anywhere, and she sneezes on something, wipes gher mouth then touches something- leaves her sweat on a bench sopmehwere or somehow gets bodily fluids on spots where other people come along, those people then are at risk of contracting ebola- ebola from what I understand can live for quite sometime outside of the body and be a potential risk to others
