Santa Ana is predominately a Hispanic area, most likely the driver was Hispanic as well I wouldn’t be surprised, probably illegal and uninsured
If its an illegal driver, I hope Gov. Brown’s challenger (Kashkari) uses this in a TV ad. Its time to fight back just like the Rats do.
