Irrelevant. The UNSC can’t just decree a state. You can’t have a state based on nothing but hate. You have to want to build infrastructure and have a civil society. Since Islam is opposed to both such proposition, it has historically never sustained national boundaries for long. Sooner or later, it just becomes a region with lots of tribes fighting each other over grazing and water rights.
