Why is no one doing a hydrogen fuel submarine. Isn’t the sea full of hydrogen?

It is, but that’s hydrogen that has already been burned. To use it you basically have to provide the energy to un-burn it.

The sea is full of hydrogen ... that is most inconveniently bound up with oxygen ....

It’s what we call “water”.
