Clinton was a governor. So was Carter. Both were bad presidents, aside from their flaming liberalism.

Governorship is pretty meaningless.

While I don’t completely disagree with you, the one thing the Governor’s office is good for, is claiming you have executive experience. If you’ve served a term or two as a governor, you have a record, you have a staff, and it’s generally easy to see how you governed, effectively or not.

Believe it or not a lot of non-partisan young adults look back on the Clinton years as the good old days of peace and prosperity. Sad but true.
