Theorizing that Hal Ogen was posting that as a joking/rhetorical question...
When it comes down to it, we are all ultimately responsible for our own safety, security, and well-being.
I feel bad when friends, coworkers, classmates, or whomever feel police must/will provide protection.
As mentioned, the Supreme Court has determined police are under no such commitment.

Then, conversely, since the police enforce the law, we’re under no obligation to obey the police.
