The fact that he could say he couldn’t breathe seems to say he could breathe. I wonder if he was just saying that so the cops would panic, back off, and he could try to get away.

Certainly wasn't a headlock...One can see the cop's forearm pressed against Garner's adams apple in the video while they are on the ground...
