As more inmates are released from prison, more parolees return

That troubling question is increasingly being repeated at parole hearings across California as the number of inmates with life sentences who are granted release skyrockets under Gov. Jerry Brown. Currently nearly 2,000 murderers, hit men and robbers who spent decades locked up and now range from middle-aged to elderly are trying to find their way. Most succeed, but each month a few more fail, returning to the drugs and crime that put them in prison and raising public safety concerns.

California is one of four states in which the governor has final authority over parole decisions. A Times analysis of parole records found that Brown has allowed parole for 1,963 inmates with life sentences - more inmates than four governors released in the 27 years before he was elected.

With the dramatic rise in parole, The Times also found a disturbing increase in revocations. Since 2011, at least 50 inmates with life sentences, including 33 paroled under Brown, returned to prison or jail, accused of drug use, domestic violence, theft, even attempted murder. A Stanford University study found that among 860 inmates with life sentences who were paroled from 1995 to 2010, five returned to prison with new felony charges.

This is a problem all over the country. But a way to alleviate it is to create “sanctuary towns”. These are basically “minimum security” rural towns where older parolees can be allowed to live out their lives.

The security is to keep outsiders out. Between welfare and charity, their needs are met, and they can tend gardens to provide themselves fresh foods and vegetables. Eventually they might even husband chickens and pigs.

The level of technology is reduced to minimal, and the town is run by an administrator.

The bottom line to this is that it is a lot cheaper than trying to force them to integrate back into society. It keeps them away from vices and out of harms way for the rest of their lives.

The real solution is to teach the Ten Commandments in school, starting in the first grade. Simple, no self-esteem nonsense, no sex education, just truth. How radical. With every new law comes another problem, another “solution” costing more and more money funded by guess who—the taxpayer. Enough!

No, he cannot. I worked in California prisons for 25 years. All of us were just shaking our heads in disbelief, saying this was not going to end well. We saw many LWOPs (life without parole) hit the streets. Most, if not all, were thoroughly institutionalized, and can not function in society. Part of the problem, was the Feds ordered it.

What happens when they can't get by on what they make themselves, and start to go on "runs" outside their fence?

There is one whole heck of a lot of “rural” where nobody currently lives. And while a lot of people might favor life sentences for all felonies, the truth is that a lot of prisoners outlive their sentences, only to be released into a world where they cannot function, and no one is willing to help them function.

This means they often have little choice but to victimize others, just to survive. While being surrounded by vices that make it even harder.

So what I am proposing is that they get a small town built for them, out in the middle of nowhere. They get both government aid and charity for their shelter, food and clothing, which they would have to get anyway. But they are out of harm’s way for themselves and others.

That is not paradoxical. When Joe Arpaio created chain gangs for some of his prisoners, people assumed they were created as punishment. But the truth is that only trustees, who had earned the right through good behavior, are allowed to be on his chain gangs.

The reason is that jails are noisy and crowded and smelly. On a chain gang, you get fresh air and sunshine. Which is a surprisingly good motivator.

In any event, this is the same concept as one of these ex-con retirement towns. They are there only because they have earned the right, through good behavior, to be there. And if they make trouble, at the discretion of the town manager, they can be kicked out.

This is why, as I said before, that the fence is there, not to keep them in, but to keep other people out, unless they are formal visitors who are family or their representatives.

Otherwise, these are older people, with no motor vehicles, and many miles from anywhere else, likely a road, that they would have to hike to on foot. Which would be hard for someone young and strong.

Your idea has some merit but it’s not true that no one is helping them and they have no choice but to victimize someone to survive.
