I believe that’s standard. However, there are certainly full auto versions. Or versions that switch between single, burst and full.

The M4 /M16 newer versions have what is called select fire . You can select singe, 3 round burst or full auto.
When first introduced, in Viet Nam, there was only single round a full auto selections. We trained to finger control a ~3 round burst.
And when the NatCCC is mobilized, all they have to do is rollup onto the POMCUS sites at the state and local police barracks - and bingo, they’ve got MRAP’s, Bearcats and all the firepower they can use.
The M16A2 had three sets: SAFE, FIRE and BURST (3 rd. burst), no full auto like the M16 or M16A1.
