Chain them both up within reach of one another. Give them the bare minimum to survive and have them fight over each scrap of food. When only one is left alive introduce starvation.
Mothers? The kid has only one mother .Mom might have a girlfriend but the child not being, not having been assembled postnatally from two parts, has only the one mother.
The people who placed these children in this home need to be investigated.
