Seriously, there is almost no time when the POTUS should leave the US. It is just one of innumerable time and money wasting things the presidents have gotten into the habit of doing.
2 weeks of government time and money wasted on the dog and pony show State of the Union. Carter was the last president who sent it in writing, once. One of the best things he ever did.
It achieves nothing for the POTUS to fly over disaster areas.
There is a Secretary of State who should attend the big international meetings, not the POTUS.
etc., etc., etc.
