Officially, that’s not why they are doing this. Mostly teens are hanging out in the parks and this new rule will give the police the authority to tell them to leave.
That's a problem in my neighborhood occasionally. We've cleaned graffiti of the playground equipment several times. Sometimes children of 10-13 age will try to swing on the toddler swings. It amazes me that they'll do it right in front of an adult ... and they're shocked when I give them the laser-eye and say firmly, "You know better than that, young man. Get down from there - that's for babies!"
