I can’t remember the date but it was at least 20 years ago. There was a labor dispute between NY’s cops and the city. The cops wanted a raise. The city responded it didn’t have the money. For the next week the city was practically paralyzed as the cops wrote millions of dollars worth of tickets. The police negotiator said, “There’s the money, where’s our raise?” Since then I’ve had a new understanding of policing and what it’s really for, revenue. I found it almost impossible to watch cop TV shows after that.

Would that have been under the Dinkins regime?

I lived in Houston for 35 years. Every time the city elects a Republican mayor the police start writing tickets left and right. When Lanier was elected some years back the city actually had to put on temporary judges to handle all the traffic court cases. When there is a Democrat in office however, you practically have to taunt the police to get them to cite you.
