Have you pinged them to try to find out why? Mine (MS) came in withing 10 days and when my wife's reached 5 weeks we checked back and it turned out they had transcribed the address wrong so it came back to them.

You have to be careful about reading the sentence with the 400,000 figure. It is just an estimate that someone pulled out of their hat *before* any applications were ever made. It is not the actual number of applications.
