German unions and corporate laws in Germany are much different, to the point that VW will be greatly challenged to continue operating a plant in the US that does not have a union.

Somehow that hasn't stopped companies from being unionized, and I do mean 100% unionized.
e.g., GM's Saturn plant, Peterbilt's (now closed) Madison plant, and others.

Doesn't do you much good to avoid union dues if you come out to the parking lot and find you have 4 flat tires every day...
