Rep. Earl Blumenauer (Ore.) Wrote a Jan. 29 column in The Huffington Post explaining his decision, saying the Constitution vests the responsibility for foreign affairs in the president. The Constitution also vests the legislative powers with the Congress, but what the hey, why quibble.

I guess voting on treaties with foreign nations; declaring war on foreign nations; or voting on the funding to defend our nation from foreign nations is not part of duties of Congress.
It's one thing if some punk kid in the street doesn't know the Constitution, but this guy is serving in the US Congress and he doesn't even know what his job duties are.
Just another example of a Congressman who sees serving his Democratic Party is more important than serving his own constituents.
