Duh.
He’ll first have to get them computers to use the USB drives, and even before that get them electricity to power the computers.
Nice idea, just not practical.
Too few computers, and the few that are there are all gov. ones, closely managed and watched.......

The people with computers are more savvy than the government. NK is producing a lot of hackers. They are capable of watching a movie without being detected.
