Actually the US, no one in the region would anticipate European support absent the US. Though that could change.
The good news, Iran has confidence in the US, as evidenced by their deployment of advisors, manned artillery and drone to take Tikrit. Presumably later Mosul. They're confident the US won't say a thing.
The Saudis, UAE, and other ME Nations can act if they want to stop ISIS. But, they don’t want to spill their own blood when they can wait and let the US spill theirs.
