so the people of California chose to build beautiful modern new university campuses like UCI... and continue to subsidize the provision of educational services to people (mostly not themselves nor their kids, as only a small minority of California kids can even qualify to get into UCI)

The good people of California should really now say ENOUGH and STOP funding the University system. Let these anti-American Juvinile Deliquents pay their own way for a change. Will be a very good “learning experience” for them
