The mother was driving, smacked an abutment and flipped the car upside down into the river (probably ice) and was killed. The 18 month old baby was strapped into a car seat and hanging upside down with the icy river flowing through the car for fourteen hours, half of that time in the dark, but the water never riding high enough to reach her, and lived. They were found by a fisherman the next day and the water was so cold three cops and four firemen who rescued them had to go to the hospital for hypothermia.
