Congress doesn’t have to stop him. He can sign whatever agreement he wants, but it doesn’t bind this country. It doesn’t bind future presidents, or future congresses. It’s just a personal deal between him and Iran. And, our next president is free to enact whatever foreign policy he/she decides is appropriate.

If you read the letter from the 50 GOP senators to the " Leaders of the Islamic Republic of Iran." it goes on to explain how our constitution works...
The money quote:
"What these two constitutional provisions mean is that we will consider any agreement regarding your nuclear-weapons program that is not approved by the Congress as nothing more than an executive agreement between President Obama and Ayatollah Khamenei. The next president could revoke such an executive agreement with the stroke of a pen and future Congresses could modify the terms of the agreement at any time."
Obama will simply sign off with whoever the new leader of Iran is, if Ayatollah Khamenei is pushing up daisies from hell and it's a done deal until 2017...
