The article doesn’t say, but I believe these are French investigators. If so, they probably don’t have enough experience on-hand in dealing with accidents and data retrieval.

Given the fact that it is an ‘Airbus’ aircraft, and France was a major part of that conglomerate, French investigators are a better choice than American investigators. They should know the aircraft better than their American (Boeing, MD, etc) counterparts.
