If you check the City of Seattle travel expense reimbursements for the past several years I'm sure you will find numerous trips to LA, San Fran, Vegas, NYC maybe even Honolulu, London, Paris, Geneva...

Well, besides junkets disguised as "official business", there's training, professional conferences, national association meetings, etc.
