Individuals who qualify for very rich insurance subsidies or Medicaid have signed up for coverage, while those who qualify for small or no subsidies have not.

I'm sure they're puzzled over this unexpected bit of news.

Those not receiving subsidies are being made to pay MORE to pay for the subsidies.

When did anyone (even supporters of Obamacare) ever predict otherwise? The exchanges are intended to attract were previously uninsured and those who do not have health insurance offered through their employer. Of course those groups are skewed toward lower income filers.
