I love this, this is like "global warming" turning into "climate change." Higher-speed rail doesn't actually have to go high speed, it just has to go higher than the really slow trains today.

If it doesn’t rain and snow there will be no water to put in the new resevoirs. We need “new” water sources for the coastal population centers. Let the existing resevoirs handle flood control, recharging the acquifers and agriculture. Stop sending the Owens River to Los Angeles.

Dump this screw ball rail idea before it's too late and use the $100BILLION to build a pipeline from one of the rivers up north that dumps millions of gallons of fresh water into the Pacific every day.

No more high-speed, or bullet trains I guess.
