Is there another country anywhere that is more obsessed with the way it treats career criminals? Have we established that he was,in fact,a "career criminal"?

Ha. Yeah, you can ping me if it turns out to wrong. People who drive around uninsured frequently game the system in other ways. Occasionally it’s a lapse that can happen to anyone, I must acknowledge before you try to prove me completely wrong with that minor fact.

A little
backstory on him. He was released from the Coast Guard because of drugs and: 'He accumulated several arrests over two decades, once for battery and assault shortly after he left the coast guard, but in almost all other cases over a failure to pay child support or appear in court.'
It seems he was arrested several times because of child support, but that was not clarified exactly how many times.
