Cuba’s government “has not provided any support for international terrorism” over the last six months And I havent driven my car for the last six months but that doesn't mean it aint dirty or doesn't run.

So it took the State Department a week to review Cuba and approve removal from the State Terrorism Sponsor list, but took over 5 years reviewing the Keystone pipeline.
