It is very difficult to get on base in Groton, which is a nuclear sub base.

I understand the need for base security..particularly since 9/11 and Fort Hood.But the current "Rules For Courts-Martial" came into force in 2012,long after 9/11 *and* Fort Hood.It specifically states that except for unusual circumstances (ships at sea,trials in combat zones,trials involving classified info) *civilians* are entitled to attend courts-martial for the very same reasons that they're entitled to attend non-military trials.

The Rules For Courts-Martial makes no exceptions for individual stateside bases that I can see.
