I agree with the RICO statues, but I would not call it Terrorism.
Terrorism is for military to fight and not the police.
The military is there to break and destroy against enemy combatants. They are not the police following the U.S. Constitution.
Of course, it's much more dangerous than writing tickets to parking offenders.
