I transported inmates for many years and we never put a seat belt on them unless they were seated in a front seat. One reason we didn't put seat belts on is they wouldn't be able to free themselves while wearing cuffs and leg irons if there was a fire. The most important thing was to get prisoners from point A to point B as fast as possible. We couldn't pull over if an inmate complained. He had to wait until we arrived at the nearest secure location.

I've been watching "COPS" for years and never once have I seen them strap a seatbelt on a suspect after tossing them in the back of the patrol car. Now it's considered criminal negligence to fail to do so based on a city police policy that went into effect one week before this incident?
Every one of these racial prosecutions since Rodney King have been politically charged and based on false allegations, from Tawnya Brawley to Duke LaCrosse to Trayvon Martin, to Mike Brown to this.
Funny how Al Sharpton has been involved in every one.

Hi peeps,
I think there was a scene from the “Fugitive” where there were handcuffs and leg braces. When the train collision occurred the “passengers” were able to escape.
