According to this claim, they were merely incompetent.

I could see leaving him on the floor if he was acting up. I would assume he would be safe down there. There wasn’t much room to get hurt, since each side is less than half a van width. If the driver slammed on the brakes or something, he could have gotten hurt, but there’s no indication that he did that.
So I’m still waiting for the medical records and hearing from the van witness who could heard Gray.
