A practical question: Since there is no accepted way of disabling the arrestees mouth, how do the cops avoid being spit on or bitten by the arrestee while buckling him in?
How do you safely belt someone in who goes limp on you at will?

I would like to see the written directive, both old and new. I suspect there would be some language that covers officer safety.
